With any common gravity flow, the underground pipe can become overloaded due to stronger runoff if the water level on the roof rises above the water level planned for the dimensioning of the main drainage system.

In order not to overload the underground pipe even at this higher water level, the outflow in the overload-free main drainage system (similar to retention) is throttled by a throttle pipe with object-related calculated openings.
